In Q2 2023 there was an overall increase in maritime security incidents particularly in the littoral waters of the Gulf of Guinea. On land, factional fighting in the north of Libya combined with an increase in people trafficking there has raised the threat level to Very High Risk. In South Africa, the threat level has been Increased to High Risk due to a number of factors such as significant energy security challenges, rolling blackouts which have increased in number and duration (Up to 16 hours per day in some areas), caused by poor management, corruption and sabotage. Additionally, South Africa is increasingly leaning towards Russia, with evidence suggesting the South African government might be supplying weaponry to Russia. This has the potential to isolate South Africa from western partners, as well as significantly increasing internal unrest amongst those elements of society who favour a pro-western approach.
