The latest United Nations (UN) Climate Change Conference – COP 28 – starts in Dubai on 30 November 2023. It is being hailed
as a significant moment in the fight against global warming, as it will include the first “global stocktake”: an assessment of
progress against the markers laid down in 2015’s Paris Agreement.

Dr Sultan Al Jaber, COP 28 president, has spoken bluntly in the lead-up: “We don’t need to wait for the stocktake to know what it
will say: we are way off track. To add to the challenge, we must decrease emissions at a time of continued economic uncertainty,
heightened geopolitical tensions and increasing pressure on energy security.” These are some of the issues we will address in this fourth report on the climate crisis. Our previous reports have, respectively, detailed a timeline of environmental concerns from the 1800s to the present day, outlined the global security challenges that are resulting from those concerns and explored the case for effective risk-management. Here we will bring together these threads in the run-up to COP 28?
