In our previous report on maritime crime, we looked at some key lessons from the ever-changing yet ever-present threat of piracy over the years.

First was the way in which global events have influenced local acts of piracy and robbery; for example, in the mid to late 1990s, there was a direct link between the Asian financial crisis, the rise of Illegal Unauthorised and Unregulated (IUU) fishing and a breakdown in law and order in Somalia which created the subsequent boom in criminal activity in the area.

The second lesson regarded the highly cyclical nature of piracy, whenever it is deemed to be on the wane in any particular region, expect it to rise again at some point in the not-too-distant future.

A case in point is the recent removal of the Indian Ocean High Risk Area for piracy (HRA).
