Reported: 1341 UTC 26 October 2025 Position: Not Known

Report Details. The Maritime Security Centre Indian Ocean (MSCIO) has released an Alert regarding the possible presence of a Pirate Action Group (PAG) in the Garacad area (Somali coast). The report states that Operation ATALANTA is currently carrying out an investigation to verify the information. Vessels are advised to transit with caution and report any suspicious activity to MSCIO.

Comment. If confirmed, this is the first report of an active PAG in the Indian Ocean since July 2024. The coastal town of Garacad is situated in the Mundug region of Puntland, an area where pirates have historically operated from. Neptune P2P is carrying out its own investigation into the reported PAG activity, and we will provide an update should any additional information come to light.

Assessment. It is possible that a PAG is using the relatively calm weather conditions (Inter-Monsoon) in the region to put to sea to conduct their activities. This may be in response to increased illegal fishing activity in Somali waters, also due to the current weather conditions. While there is no confirmation as yet that the PAG is active, it is possible and therefore constitutes a threat to commercial shipping transiting the region. We advise ships to remain vigilant when operating in the area, to comply with the guidance in BMP-Maritime Security bmp-ms_hi-res_s.pdf and to consider using an Armed Security Team to best mitigate the threat from pirate activity.  Contact Neptune P2P Group, if you require any further assistance.
