Headlines: Regional tensions escalated as Iran launched ballistic missiles towards Kuwait and Bahrain, with missiles targeting Kuwait reportedly falling short or breaking apart and those targeting Bahrain intercepted by US and Bahraini air defences.  The IRGC claimed that a US projectile struck an Iranian oil tanker near the Strait of Hormuz and stated that missile and drone attacks had targeted a regional air and helicopter base and the US Fifth Fleet headquarters. Diplomatic efforts continued in parallel, with US Secretary of State Rubio stating that Iran had agreed to negotiate previously restricted nuclear issues and outlining a two-phase framework centred on reopening the Strait of Hormuz, ending shipping attacks and transit tolls, mine clearance, disposal of highly enriched uranium and long-term enrichment restrictions. The IRGC Quds Force warned that continued Israeli military operations in Lebanon and Gaza could result in disruption to shipping through the Bab el-Mandeb Strait comparable to that seen in the Strait of Hormuz. Political tensions also increased within Israel following reports of US intervention in Israeli targeting decisions relating to Beirut, while a fourth round of US-facilitated Lebanon-Israel political talks continued without any confirmed agreement during the reporting period.
