In November, two commercial ships believed to be operating as part of Russia’s shadow fleet were hit by Unmanned Surface Vessels in the Black Sea, while in the Indian Ocean, a Pirate Action Group carried out attacks on ships transiting up to 600 nautical miles off the East African coast. Irregular migration events continued in the Mediterranean Sea and off the Atlantic coast of West Africa. A vessel was boarded in the Gulf of Guinea by suspected pirates, and in Asia, boarding and theft incidents increased in the Singapore Strait.
