Following the commencement of a conditional ceasefire agreement between Israel and Hamas, the Houthis announced they would cease attacks against non-Israeli operated vessels in the Red Sea and the Gulf of Aden. In the Indian Ocean, the 18 crew members of a Chinese fishing vessel held in Somalia accused of illegal fishing were released. Migration events continued unabated in the Mediterranean and the Aegean Sea, and in the Baltic Sea, another subsea cable was damaged. In Southeast Asia, boarding and theft from vessels at anchor and underway continue. The level of reported crime remains low in South America but in the Caribbean, theft from pleasure craft is endemic. There was an increase last month in the number of human migrant events in the Caribbean, particularly in the Mona Strait, which separates the Dominican Republic and the US Territory of Puerto Rico.
