On Friday 22 March 2024 at around 2000h local time, at least four gunmen entered the Crocus City Hall situated on the outskirts of Moscow, and indiscriminately started shooting at the locals attending a concert. It is reported that the attack lasted around 20 minutes, killing at least 137 innocent civilians and injuring hundreds, before the terrorists fled the scene. Reports suggest it took more than 60 minutes for the security forces to respond.
This Spotlight Report will not focus on who conducted the attack or why, rather, it will analyse the security force response to this and similar attacks across the globe. And, at a time when Western governments are revising upwards its threat levels at home and security advice for its citizens travelling abroad, as a tourist – should you be worried; and as a government – are you prepared?
